A grammatically singular nouns normally take a singular verb : The machine is operating.
Sometimes , however, a singular countable noun can take a plural verb when the noun refers to 'more than one person ' :

example : The board are discussing that question now.
( board = more than one person ).

A singular noun takes a singular verb, a grammatically plural noun takes a plural verb.

example : The information is in the brochure.
The personnel are very happy with the new premises.

You cannot put a/an or a number in front of an uncountable noun. You cannot say a piece of equipment, an information, a news, etc. you can say a piece of equipment, an item of information/news.

Most common nouns are countable. they can take an indefinite or definite article, or no article at all.
example : We have negotiated a bank loan.
We have renegotiated the bank loan

At the moment it is difficult to get bank loans.

We use the indefinite article with singular nouns, when we introduce a word or idea for the first time.
example : A charity is not an institution which can make a profit

We use the zero article with uncountable nouns and most proper nouns, when we introduce a word or idea for the first time.

example : This accommodation includes fixed furniture and fittings
( not; an accommodation, a furniture )

Paul Berisford is in charge of plant and equipments
( not ; the Berisford, a Paul Berisford )
